Evergreen Lake North Trail Project

The Evergreen Lake North Trail Project was created in response to the Spring 2016 closure of the trail between Upper Bear Creek Road and Evergreen Dam along Highway 74. The trail system is located on property owned by the City and County of Denver and managed by the Evergreen Park & Recreation District (EPRD). The project’s goal is to work with the community and stakeholders to develop a long-term vision and solution for the Evergreen Lake North Trail.

Need for the Project

A steel bin wall*, installed in 1988, underlie the Evergreen Lake North Trail along Highway 74. In recent years failures of sections of the trail due to drainage, structural, and surface issues have been increasing at an alarming rate. In late April 2016, after heavy spring snowfalls and runoff from the spring thaw, a significant failure of several sections of the trail occurred and posed safety issues to trail users. In response to those safety issues, the trail was closed in late April 2016 and a process for determining the exact nature of the failures, potential solutions to them, and developing a vision for moving forward was undertaken.

Evergreen Park & Recreation District recognizes that both short-term and long-term solutions to address the trail’s condition are needed. Since closing the Evergreen Lake North Trail, EPRD staff have used a two-prong approach:
(1) Address temporary trail maintenance and repairs to reopen the trail in a safe condition until such time that a funded project to replace the wall and trail system can be established; and
(2) Conduct necessary engineering and design planning studies to develop a long-term trail vision and solution.

*The bin wall is a gravity wall constructed of galvanized steel bin system that was filled with backfill. A crusher fine trail was then constructed on top of the fill retained by the bin wall system. Shortly after the bin wall was constructed. A timber facing consisting of 12”x3” rough sawn members was installed for aesthetic purposes. Evergreen Metropolitan District’s 12” water distribution main is located under the trail. Click on the photos below to enlarge.

Project Timeline

Spring 2016: The portion of the Evergreen Lake Trail between Upper Bear Creek Road and Evergreen Dam along Highway 74 was closed by Evergreen Park & Recreation District due to unstable conditions (referred to as Evergreen Lake North Trail)

Summer/Fall/Winter 2016: EPRD amassed more than $400,000 to use toward both short-term and long-term solutions to improve the Evergreen Lake North Trail including the following funding sources:
    $25,000    Colorado Division of Local Affairs (DOLA) grant funds for the preliminary engineering study
    $12,500    Evergreen Metropolitan District funds for the preliminary engineering study
    $100,000  Great Outdoors Colorado’s (GOCO) Connect Initiative Trail Planning Grant to support
                     an engineering analysis, feasibility study and planning process
    $199,500  Colorado Department of Transportation’s (CDOT) Transportation Alternatives Program
                     for final design and engineering of a multi-modal transportation system
    $67,500    EPRD’s matching funds for DOLA, GOCO, and CDOT planning grants

Winter/Spring/Summer 2017: Preliminary Engineering Study was conducted by Muller Engineering Company to develop baseline information and conduct geotechnical, civil, geometric, drainage, and structural engineering analysis

Fall/Winter 2017: EPRD’s Park Operations Department and Evergreen Metropolitan District performed temporary maintenance and repairs to the closed section of trail

November 30, 2017: Closed portion of the Evergreen Lake North Trail was reopened for public use. The trail maintenance and repairs conducted to reopen the trail are not intended to be a long-term solution. The trail may be closed for periods of time if repairs or improvements are warranted in the future.

Fall/Winter 2017 - Spring 2018 (Current Planning Phase): Development of a community-supported vision for the long-term trail solution. OV Consulting is conducting the planning study. Two community meetings will be held in early 2018 to help develop trail alternatives for the long-term solution. The first Evergreen Lake North Trail Planning Study Community Meeting will be held on Thursday, January 11, 2018 from 5 - 7 PM at Buchanan Park Recreation Center.

Summer 2018: Initiate the design project for final design plans of trail’s long-term solution. Funding for the implementation and construction of project design is not yet identified.
