1. Invitation
Evergreen Park & Recreation District (“EPRD”) invites qualified design-build skatepark firms (“Respondents”) to submit proposals to provide professional services for the design and construction of a skatepark at Buchanan Park, EPRD’s premier community gather area. Respondents may team up with an architect or vice-versa to propose on this RFP. The intent of the Project is for the firm to provide comprehensive professional services for the design and installation of a permanent skatepark at Buchanan Park, to the outlined project standards. The Evergreen Skatepark is a key feature and focal point in the Buchanan Park Improvements Master Plan and will be one of several new amenities in the park that will serve as a community gathering space for people of all ages, ability levels, and wheel-preferences.
The desired skatepark’s target size range is approximately 11,000 to 14,000 square feet, subject to the established budget. The final size may be adjusted within this range based on design / construction efficiencies and budget considerations, in coordination with EPRD staff. The selected respondent, along with all subcontractors, shall comply with all applicable building codes.
Responsive Proposals shall include a cover letter plus three components: Respondent Information, a Technical Proposal, and a Cost Proposal, as described in more detail below. Please provide:
- One (1) electronic PDF copy of the Proposal
- Three (3) hardcopies of the Proposal
- Both a Technical Proposal and a Cost Proposal must be included to be deemed responsive.
2. Scope of Services
Listed below are tasks the Respondent is expected to incorporate in their proposed Scope of Services. It is not intended that the tasks included below comprise an exhaustive list of all tasks required for the project. Each respondent should, based on their experience, develop a comprehensive and detailed Scope of Services necessary to complete the deliverables listed in this section of the RFP. It is anticipated that the Scope of Services submitted with the selected respondent’s proposal will become part of the prime contract for the project.
1. Information gathering and review:
- Site data collected on the project is provided courtesy of EVstudio and Valerian.
- Review background material and data.
- Commission additional site studies as necessary.
- Conduct a site walkthrough.
2. Community Engagement and Concept Plans:
- The selected firm shall work in collaboration with the EPRD, EVstudio, Valerian, and local community, leading up to three (3) public design workshops to gather input resulting in the conceptual designs that will progress into the final Construction Documents.
3. Schematic Design:
- Produce schematic designs that identify sections of terrain, access, circulation, and elevations. The design shall be for the entire area of the proposed 11,000 – 14,000 sq ft All Wheel Skatepark.
4. Design Development:
- Revise designs based on local input and produce Design Development plans.
5. Prepare detailed breakdown of estimated construction costs:
- $800,000 (including design fees) will be allocated to the all-wheel skatepark with a goal of a skateable footprint of 11,000-14,000 sq ft.
- Materials will be priced to the specifications outlined in this RFP.
- All material, labor, and setup costs shall be broken out.

- Prepare a Construction Document package detailing the complete build out of the skatepark. The Construction Documents shall contain all the information necessary, including any structural engineering, for the contractor to execute the designed park to completion. - The selected respondent will work with EPRD’s design consultants to secure all necessary permits required for the skatepark
8. Turnkey construction of skatepark
- The selected respondent may be required to provide a Construction Performance Bond and meet standard General Condition requirements during construction.
- The selected respondent will work with EPRD and its consultants to coordinate construction scheduling with the other park upgrades that will take place concurrently with the skatepark build.
- The selected respondent will coordinate the storage and procurement of materials to/at the project site (EPRD land may be used for storage).

Mandatory Pre-Bid Meeting & Site Review:
- A mandatory pre-bid meeting and site walk for interested Respondants shall occur at the Buchanan Park Recreation Center, 32003 Ellingwood Trail, Evergreen, CO 80439 on Tuesday, September 9 at 11:00 AM. More detailed information on the size and scope of the Buchanan Park Skatepark project will be distributed at the pre-bid meeting. In person attendance is highly recommended, but an online meeting link will be available for those who cannot attend in person (please note the site walk will not have an online option).
- Please email amorrison@eprdco.gov if you plan to attend the Pre-Bid Meeting.
- Additional site reviews during the proposal process are encouraged to give Respondents a more complete understanding of the project. The site is publically accessibly with no prior arrangements necessary.

Proposals will be evaluated by EPRD staff based on, at a minimum, the following criteria:
- Proposals received will be screened for responsiveness and compliance with the format requirements specified in the RFP. The District may reject any proposal if it is conditional, incomplete, or contains irregularities. The District reserves the right to reject any and/or all proposals, and to waive or decline to waive irregularities in any submittal.
- A Selection Committee will review each proposal that meets the RFP requirements. Selection Panel members will individually evaluate and score each proposal using the following criteria:
- Relevance and quality of project examples provided
- The relative strength of qualifications and experience of the management and staff most likely to work on the project
- Positive comments from References
- Quality and Responsiveness of Technical Proposal, including Scope of Work, Project Schedule, Concept Plan, and adherence to Project Standards & Objectives
- Quality and Responsiveness of Cost Proposal, including competitiveness of Detailed Cost Estimate and Fees, and ability to deliver within budget
- Other information provided
- Insurance and warranty information provided
- Following independent evaluation of the proposal, respondents may be asked to clarify information in their proposal, or provide additional information, when deemed necessary. The top candidates may be requested to participate in an interview. However, EPRD reserves the right to determine the qualifications of the firm on the basis of the written proposal only.
